ポータブルスキルとテクニカルスキルに分けて考える
自らの力を考えるとき、スキル、マインド、行動など、さまざまな要素に目を配る必要があります。
スキルに関しては「ポータブルスキル」と「テクニカルスキル」を分割して考えなければなりません。
ポータブルスキルとは「業種や職種が変わっても通用する、持ち出し可能な能力(厚生労働省の定義)」です。
具体的には「思考力」「対課題スキル」「対人スキル」などが挙げられます。
問題の解決能力や発見能力は、どのような仕事をしていても通用する力なので、ポータブルスキルにほかなりません。
一方、テクニカルスキルとは、「プログラミング」や「デザイン」など、特定の職務を遂行するうえで必要なスキルです。
テクニカルスキルはポータブルスキルの次に重要なスキルですが、ポータブルスキルという土台を習得していない段階で身につけても、十分な効果は発揮されません。
また、具体的な職務を遂行するときに使うため、変化の激しい時代には新たなスキルが次々に登場することから、陳腐化が激しくなります。

Separating Portable Skills and Technical Skills
When considering one's own capabilities, one must look at a variety of factors, including one’s skills, mindset, and behaviors.
Skills are divided into "portable skills" and "technical skills”.
Portable skills are defined by the Ministry of Health, Labor and Welfare as "abilities which are transferable to any industries or occupations one may change into.”
Specifically, they include the "ability to think," "problem-solving skills," and "interpersonal skills”. Problem-solving and problem-discovery skills are portable skills, as they can be used in all types of work situations.
On the other hand, technical skills are skills that are required to perform a specific job. Such jobs may include, programming, design, etc.
Technical skills are secondary to portable skills, thus without a solid foundation of portable skills, technical skills will never achieve their full potential. Moreover, the specialized nature of technical skills means that they rapidly become obsolete as new skills are constantly being demanded in these times of rapid change.
